jondawg got it right. There is a misconception that if you're on the putting surface that you go after someone who still has to chip on even if the person chipping is closer. The rule is that the person who is farthest goes first - period. And in fact if you go out of turn, (for example i'm putting but farther than you, and you go ahead and chip on, and lets say you even happen to chip it in) I can make you re-hit your shot because you played out of turn. However, most recreational golfer use for no other reason than simplicity, "let's wait until we are all on the green so we can pull out the flag".

HOWEVER, if i'm away and someone wants to chip on and asks me to play first, once I give them permission I cannot make them re-hit the shot.
